Procurement Manager

 

Teresa Slayton, MLA, is the Procurement Manager at NACDD. 

She is a subject matter expert and certified purchasing consultant, specializing in sourcing, contract administration and management, contract compliance and procurement fraud prevention strategies. Teresa is a certified Professional Public Buyer (CPPB), a certified Compliance Administrator (CCA), and a Georgia certified Purchasing Manager (GCPM).  She holds a Master of Arts in liberal studies, with a concentration in English and a Bachelor of Science in integrative studies with a concentration in criminal justice from Clayton State University and an Associate of Science degree in business administration from Georgia Perimeter College. She also attained the Executive Certificate in Public Leadership at the John F. Kennedy School of Government at Harvard University and the completion of the contract law course study at Harvard Extension School of Continuing Education.  

Teresa’s role at NACDD is the direct oversight of all procurement operations, overseeing the Sr. Contract Specialist and training staff. She is responsible for ensuring compliance with the Association’s procurement policies and US Government regulations per CFR/Uniform Guidance, developing and executing procurement strategies and providing acquisitions and contracting support in all areas of the procurement process required by NACDD. Teresa brings a wealth of knowledge to NACDD, with experience serving as a senior executive and consultant at the various levels of government.  

Teresa is a native of Northeast Louisiana and moved to Atlanta in 1998. Prior to NACDD, Teresa was appointed to the National Institute for Governmental Purchasing (NIGP) Item Writing Task Force as one of the strategists, thought leaders, and subject matter experts for the NIGP-CPP certification program for the public procurement profession. She is also skilled in contract compliance and leadership and ethics. As a highly regarded and respected leader, NIGP selected Teresa to receive one of the Institute’s highly coveted Procurement Leadership awards, the Integrity Award. Teresa was honored as the 2020 recipient of the award, which recognizes individuals who demonstrate integrity, honesty, and respect with the highest professional and ethical standards, and accountability. She was also a 2020 nominee for NIGP’s Distinguished Service Awards (DSA). 

Teresa is a proud member of the National Institute for Governmental Purchasing, the Association of Certified Fraud Examiners (ACFE), the American Contract Compliance Association (ACCA), and the Society of Corporate Compliance and Ethics (SCCE). Teresa enjoys acting as a mentor to contracting professionals in areas of good governance and the importance of Integrity in Public Procurement and collaborating with state and community leaders for a better tomorrow. 

Teresa and her husband Shawn enjoy traveling and spending time with their families and friends.
